Mr. Louis ("Lou") Lassiter, CPA - City Auditor

Louis ('Lou') Lassiter, City Auditor

Mr. Lassiter has 25 years of professional experience in state and local government auditing. He previously served as Deputy/Assistant County Administrator and the Internal Audit Director for Chesterfield County. He is a past president of the Virginia Local Government Auditors Association and served on the board for the Association of Local Government Auditors, a national organization representing local government auditing. He holds a Master of Arts (M.A.), in Christian Leadership Studies from Liberty University and a Bachelor of Business Administration (B.B.A.), from James Madison University. Mr. Lassiter is a Certified Public Accountant, Certified Information System Auditor, Certified Fraud Examiner and Certified Government Financial Manager.

Ms. Amarilis ("Lily") Hernandez, CPA, CIA, CGAP - Deputy City Auditor

Ms. Hernandez has over 20 years of accounting and auditing experience in both the private and public sectors. Since joining the City Auditor's Office, Lily has managed the city's Fraud and Abuse Hotline and served as a Senior Internal Auditor. She is a past president of the Virginia Local Government Auditors Association. Lily received her B.S. Degree from Troy State University. Before joining the City Auditor's Office in 2001, she worked as an external auditor for a CPA firm. Lily has the certifications of Certified Public Accountant, Certified Internal Auditor, and Certified Government Auditing Professional.

Ms. Yolanda L. McCoy, CIA, CGAP - Audit Manager

Yolanda L. McCoy

Ms. McCoy has more than 17 years of governmental internal auditing experience. She joined the City Auditor's Office in December 2000 as an Auditor I and currently holds the position of Audit Manager. Yolanda received her Bachelor's degree in Accounting from Virginia Union University. She holds both the Certified Internal Auditor and Certified Government Auditing Professional certifications.


Ms. Rochelle Carter - Executive Assistant III

Ms. Carter has over 30 years of administrative & accounting experience. Prior to joining the city of Richmond in 2007, Ms. Carter worked at Henrico County Public Utilities, Hanover County Treasurers Office and as a Cost Control Assistant for the private sector. Ms. Carter is currently a member of the International Association of Administrative Professional.


Ms. Ryan L. Gartin, CIA - Lead Auditor

Ms. Gartin has five years of public accounting experience in audit and tax along with two years of corporate accounting experience. She received her B.S. in Accounting and Masters in Business Administration from the University of Phoenix. Prior to joining the City Auditor's Office, Ms. Gartin worked as a financial reporting and closing accountant at Caterpillar. She holds the Certified Internal Audit Certification.

Mr. Gary Gaunt – Auditor

Gary Gaunt

Mr. Gaunt has over 30 years as director of international accounting and audit with an international organization. He has also been involved with training and development of internal audit departments. He is a graduate of Southwestern Oklahoma State University and has done graduate work at SWBTS in Fort Worth, Texas.

Mr. William “Bret” Lewis, CPA, MBA – Senior Auditor

William 'Bret' Lewis

Mr. Lewis is a Certified Public Accountant. He has over three years of government accounting and internal control experience. He received his B.S.B.A. in Accounting and Masters in Business Administration from Longwood University. Prior to joining the City Auditor’s Office, he was an Accountant in the Controller’s Office at Virginia Commonwealth University.

Ms. Kristine Asgian – Auditor

Kristine Asgian

Ms. Asgian has over 25 years of experience in financial investigations and auditing since graduating from Virginia Commonwealth University with a Bachelor's degree in Accounting. Prior to joining the City Auditor's Office, Ms. Asgian was a Chief Auditor and Grants Manager with the Virginia Attorney General’s Office's Medicaid Fraud Control Unit. Ms. Asgian is currently pursuing her CFE certification.

Ms. Toni Noel, MPA – Auditor

Toni Noel

Ms. Noel has over 14 years of experience working in local government assessing business and personal property taxes. She received her B.A. in Political Science and Masters in Public Administration from Virginia Commonwealth University. Prior to joining the City Auditor's Office, she was a Senior Business Tax Assessment Team Leader for Chesterfield County.



Mrs. Jonolyn Brevard Wills, CFE, MBA – Senior Auditor

Jonolyn Brevard Wills

Mrs. Brevard Wills has over 20 years of accounting and auditing experience in the private sector along with five years with the State Government. She received her B.S. in Accounting from Virginia State University and a Masters in Business Administration from Averett University. She also holds the Certified Fraud Examiners certification. Prior to joining the City Auditor's Office, she was a Quality Assurance Auditor with the State of Virginia.
