The Richmond City Charter Review Commission was established on July 28, 2008, by a Richmond City Council Resolution and assisted Richmond residents with a comprehensive review of the Richmond City Charter in order to identify and correct potential conflicts and ambiguities in the present Charter following the City's change from a Council-Manager to a Council-Mayor form of government in 2004/5.

The work of the Commission took place from October 2008 through September 2009.

Participation

The entire Charter review process was open to the public and all residents were invited, encouraged and welcome to attend any and all Commission meetings and to provide written suggestions and/or recommendations.

All Commission meetings dates, times and locations communicated in news release sent to the community and news media; included on the Richmond City Council Website; published on the Richmond City Charter Review Commission website; communicated by Councilmembers; included on posters hung in City Libraries and at Richmond City Hall; and, posted in Richmond City Hall. By the Richmond City Council Office of the City Clerk. Residents were also invited and encouraged to learn more about the Commission and its progress and to share written suggestions with regard to specific changes to the Charter through any of the following six ways:
