Refuse Collection

Residential trash is collected once per week in the City of Richmond. Supercans must be placed out by 6 a.m. the day of collection to ensure pick-up. The City recommends that you put yard debris, such as leaves, in biodegradable plastic or paper bags, so they can be recycled. We will remove up to 6 bags of leaves during your weekly trash collection. Removal of Receptacles from City Property and Right-of-Ways

The City of Richmond will issue warnings for refuse and recycling receptacles left in the public right of way outside of specified collection times. The trash and recycling receptacles used by Richmond residents and businesses will be subject to these warnings. After a two-month public awareness campaign, fines of $50 per day, per receptacle, may be issued starting in May until the receptacles are removed.

City Ordinance 2007-230-275, which was approved by City Council in November of 2007, allows receptacles to be placed on City property or in the public right-of-way no earlier than 4 p.m. the day prior to collection and requires the receptacles be removed by 7 a.m. the day after collection.

In March and April, the City’s Department of Public Works will place yellow warning stickers on receptacles that must be removed. Beginning May 1, the department also will begin issuing red violation stickers that carry a $50 per day fine for each receptacle. The fine will be assessed to residents and businesses through their monthly Department of Public Utilities bills.

Leaving receptacles on public sidewalks, alleys, roads and other City property isn’t just unsightly, it also creates unsafe conditions for pedestrians and vehicles. Please help keep these areas attractive and safe by removing your receptacles from them outside of the specified collection times.

Household Hazardous Waste and Electronics Collection

The East Richmond Road Convenience Center at 3800 East Richmond Road, accepts household hazardous waste from 7 a.m. to 4:30 p.m. weekdays and from 9 a.m. to 2 p.m. on Saturdays.

Household hazardous waste items accepted at the facility include:

• Solvents (mineral spirits, paint thinner, turpentine, acetone)
• Paints (oil or latex, polyurethane, tung oil, stains, varnish, shellac, tints, lacquer thinners, paint reducers, primers, varsol)
• Fuels (gasoline, gasoline additives, #2 fuel oil, kerosene, diesel, chain saw fuel, motor boat fuel, oil additives)
• Propane tanks
• Car fluids (motor oil, transmission fluid, antifreeze)
• Car batteries (lead acid batteries only)
• Cooking oil

The facility cannot accept fire extinguishers, asbestos, road flares, herbicides or pesticides, explosives or materials that are shock-sensitive, radioactive or infectious. Hazardous waste items from commercial entities or from persons living outside of the City limits are also not accepted at the facility.

As this service is provided free of charge, visitors will be required to provide proof of residency, such as a valid driver’s license, utility bill or vehicle registration. Staff from the City’s Department of Public Works will be onsite to assist residents with unloading and disposal of their waste materials.

Supercans

By City Code, one refuse Supercan is provided to each household free of charge. A second can may be purchased for $55; just call us to order it and have the fee applied to your utility bill. You also may call us to request a replacement Supercan if yours is damaged. It may take up to a week for delivery.

Recycling

The City of Richmond offers a curbside recycling collection service through its partnership with Central Virginia Waste Management Authority. More information on this program is available on our Clean City Commission Web page.

• No need to separate - the following items can be mixed all together in your recycling bin: newspapers, mixed paper, aluminum cans, steel cans, aluminum foil, glass bottles and jars, and narrow neck plastic bottles #1 & #2, (such as milk, soap, shampoo & detergent bottles).
• Throw your lids in the trash.

Bulk Item Collection for 2009

Some items are simply too large to fit in a Supercan or to physically be collected using our standard equipment. These typically include furniture and large amounts of yard waste, which should be placed beside your Supercan out of the roadway. Such items are collected by the City on a four-week, rotating schedule based on Zip Code. Citizens should call 3-1-1 to schedule a pick up. Following is the current collection cycle:

Appliance Collection

There is a $50 fee for collection of appliances. For more information, or to arrange a pickup, please call 3-1-1. You may also send a check or money order to the following address and we will schedule collection immediately: Department of Public Works Customer Care, 900 E. Broad Street, Room 704, Richmond, Va. 23219. Be sure to include the service address.

Department of Environmental Quality (DEQ)

Richmond residents may dispose of household and bulk items at our transfer station, and yard waste to our landfill, at no charge.

Free Mulch

Just bring your vehicle to our landfill site at East Richmond Road and fill 'er up. You can get there from Government Road, then north on Jennie Scher Road, then left on East Richmond Road. The entrance is on the left. You can also get there through Church Hill. Check your city map or call 3-1-1 for help.

If we aren't tied up with other work when you come by, we will help you load it. You can call (804) 646-4706 before you come to see if we can help. Bring your pitchfork just in case. We have plenty of it so no need to call before you come. We are open Monday - Friday, 7am - 4:30 pm. and Saturday, 9am - 2pm.

Give yourself plenty of time to load up before we close. We also now offer leaf mulch, which is recognized as a wonderful soil additive.
