Business License and Personal Property Assessment and Tax Audit Divisions

The Business License and Personal Property Assessment and Tax Audit Divisions provide taxpayer assistance and tax billings assessments for all city tax types excluding real estate taxes resulting in the generation of millions of dollars of general fund revenues.

Assessments include:

  • Business, Professional and Occupational License Taxes
  • Admissions, Lodging and Meals Taxes
  • Individual Personal Property Taxes - vehicles, boats, mobile homes, and other special classes of property

  • Daily Rental Taxes
  • Utility Taxes

Collection Division

This division is responsible for the collection and accounting for all taxes, fees, utility payments and all miscellaneous revenue due to the City. The division is also responsible for coordinating the printing and mailing of all delinquent real estate and personal property tax billings twice per year. The division performs the task of being the original "books of entry" for establishing and maintaining the City's cash accountability.

  • In conjunction with the City Assessor's Office, the division shares the responsibility for: Maintaining tax rehabilitation
  • Elderly tax relief
  • Tax abatement status records on all real estate accounts

The division calculates and prepares semi-annual public service billings for tax exempt and state/federal entities in the city. The division also collects parking ticket revenue.

Tax Assistance

The department offers assistance with Virginia State Income Tax Return preparation for Richmond residents. This includes answering resident tax filing questions, assisting in resolving Department of Taxation correspondence and walk-in tax return preparation.

Tax Enforcement

The Tax Enforcement Division is responsible for the forced collection of all forms of tax revenue generated by the City and State code. As mandated by both City and State code requirements, the enforcement actions taken are both civil and criminal.
