Underground Storage Tank Removal or Abandonment

PERMIT TITLE: Underground Storage Tank Removal or Abandonment

CODE SECTION: Virginia Statewide Fire Prevention Code) 3404. & 3404.2.14.1

FEE: $135.00 for the first tank Check payable to the City of Richmond), $70.00 for each additional tank at the location, $45.00 for any additional visits to re-inspect tank site after first scheduled visit.

SCOPE: Need permit to remove or abandon (including filling in place) an Underground Storage Tank (UST) used for combustible or flammable liquids.(See Permit Holder Guideline #18B for above ground tanks.)

EXCEPTION: For residential heating oil tanks less than 1,100 gallons see addendum.

PERMIT EXPIRATION: ONE (1) month from date issued.

REQUIREMENTS: Any tank not used for more than one year, or with indication of leakage, shall be removed or properly abandoned in place as approved by the fire official. Permits are written and issued on site, as we witness completion of process removing or abandoning tank. Permits issued to anyone other than land owner shall relay at least a copy of permit to the owner. Permit holder agrees to abide by the Virginia Statewide Fire Prevention Code and any special stipulations noted on permit, as well as the following:

  1. Permit inspections shall be scheduled through the Fire Prevention office for tank removals, filling-in-place, or tank abandonment.
  2. All flammable liquid storage tanks shall be degassed prior to removal or cutting of tank. All removed tanks are to be disposed of properly. Tanks contents to be properly disposed or re-used. Destination for tank and liquid contents to be noted when applying for permit.
  3. Tanks which are not removed must be filled with flowable-fill cement (see addendum). All above ground tank piping shall be removed, with remaining piping permanently capped or plugged below grade to prevent refilling. Record tank size, location and date of abandonment.

ADDENDUM - Abandonment of residential heating oil tanks 1,100 gallons or less:

  1. Owners may elect to abandon residential heating oil tanks of 1,100 gallons or less by filling with an approved inert solid (contact us if plan to use other than cement, or foam made for such use).
  2. Fees: $35.00 for each tank (If tanks are removed, default to original $135 fee schedule)
  3. Other requirements above still apply (contents, sealing pipes below grade, etc.).
