The Future Leaders Program is a youth advocacy program for youth ages 14-18 that live in the City of Richmond.

The Mayor’s Youth Academy - Future Leaders Program has two leadership tracks to choose from; the Youth Council Track or Youth Justice Track.


Youth Council members will participate in leadership development activities, higher education exploration, local government participation, civic engagement and community service. Youth Council participants are tasked with researching issues affecting teens in Richmond, developing a Youth Advocacy Agenda, and presenting their recommendations to city officials.

Youth Council participants will have the opportunity to run for the following positions:

  • Youth Mayor
  • Future Leaders Council President
  • Future Leaders Council Vice President
  • Future Leaders Council Clerk
  • Youth District Representatives

Youth Justice members will participate in leadership development activities, higher education exploration, civic engagement and community service. They will be exposed to the Commonwealth of Virginia's judicial process and alternatives to the juvenile justice system. The final project will involve an advocacy project related to the justice system.

How to join the Future Leaders Program

Applications are available in the fall of each year. Applications must be submitted annually by 5:00 p.m. on the 2nd Wednesday in September.

Applications are reviewed and all applicants selected will be interviewed prior to being accepted into the Future Leaders Program.
