COVID-19 - Procurement Bids and Proposals Procedures during Office Closure

Because City of Richmond government offices are currently closed to the public and non-essential personnel due to COVID-19 mitigation efforts, the Department of Procurement Services has adjusted procedures for hand-delivery of bids and proposals. Bidders and offerors are encouraged to frequently check the Department of Procurement Services webpage for updates and for any addenda issued by the City for pending solicitations. Bidders and offerors choosing to submit bids or proposals through hand-delivery should allow extra time for delivery of bids and proposals. There could be delays in accessing City Hall for delivery of bids or proposals over the coming weeks. Mail and carrier deliveries (such as UPS and FedEx) are still being accepted at City Hall.


All bids and proposals are due in the Department of Procurement Services office, 900 East Broad Street, Room 1104, Richmond, Virginia 23219 until, but no later than the time and date listed for the solicitation. In the event that city of Richmond government offices are closed, because of inclement weather or other emergency situations, on scheduled pre-bid meetings, published bid openings, pre-proposal meetings, and on proposal due dates, they will default to the next open business day at the same time.
