Automatic Utility Payment Plan

DPU can automatically deduct the amount of your monthly bill from your checking or savings account on the date the bill is due. Call (804)646-4646 to request an application, then return the completed application with a voided check. DPU will set up the service with your bank at no charge to you.

DPU E-Bill

Receive an email reminder when your bill is due, then pay your bill online. You will need your DPU billing account and your checking account numbers, an email address, and your Social Security number to enroll for DPU e-bill. This link takes you to the MyCheckFree.com website where you can set up an account and pay bills online.

Online Bill Pay with E-Z PAY

DPU now accepts E-Z Pay. It’s the easy way to pay your utility bill. Western Union Speedpay is no longer accepted.

  • All that is needed is the account number and zip code of the billing address.
  • E-Z PAY accepts : Debit cards, Visa, MasterCard, Discover, Checking, Savings, and Money Market accounts. Click here for E-Z PAY.
  • Lower fee! A $2.25 convenience charge will be assessed when making a payment on the internet using E-Z PAY.
  • Payments cannot exceed $500 per transaction.

Online Bill Payment by Credit Card

Pay your utility bill online with Official Payments (OPC) using your MasterCard, American Express, Discover, or Visa credit card. Before making the payment, you will need to have your utility bill(s) on hand and your credit card information. A fee is charged by the vendor, based on the amount of payment.

The jurisdiction code for the city of Richmond is 1059.

For payments above $100,000 to $10,000,000 please contact your credit card issuer for pre-approval. Then call the US AudiotexSM "Platinum Services Group" at (800)487-4567.

Utility payments may be made in person at the following locations:

  • Finance Office, City Hall
    Room 102
    900 E. Broad St.
    Hours of Operation: 8:00 a.m. to 5:00 p.m. Monday through Friday
  • East End District Office
    701 N. 25th St.
    Hours of Operation: 8:00 a.m. to 5:00 p.m. Monday through Friday
    (closed daily 1:30 p.m. – 3:00 p.m.)
  • Southside Community Service Center
    4100 Hull St.
    Hours of Operation: 8:00 a.m. to 5:00 p.m. Monday through Friday.

Pay By Phone

There are two methods for customers to pay their bills by phone using a credit card.

  • OPC accepts credit card payments by telephone at (800)272-9829.
  • The Call Center can accept credit card payments by telephone at (804)646-4646 during their hours of operation. (8:00 a.m. to 5:00 p.m.)
