The Honorable Christopher A. Hilbert
Councilman, Northside 3rd District
Richmond City Council

Mr. Hilbert is a Senior Community Housing Officer with the Virginia Housing Development Authority (VHDA), where he serves as the Authority’s non-profit liaison and is an underwriter of multifamily rental projects. Chris is a member of the REACH team, which provides financing and technical support for "hard to do" projects and strategic initiatives, such as accessible housing, homelessness and revitalization. Before taking his current position at VHDA, he had an 18-year banking career, focusing on real estate lending.

In November 2004, he was elected Councilman for the Richmond City Council Northside 3rd District and was re-elected without opposition in 2006. Mr. Hilbert currently serves as the Chairman of Council’s Health, Human Services and Education Standing Committee and is a member the Council's Public Safety Standing Committee. A native of Tennessee, Chris received his BS in Finance and an MBA from the University of Tennessee. He has lived in the Richmond region for 13 years and he and his wife, Sheila Mandt, have resided in the Ginter Park neighborhood since 1996.
