Councilwoman McQuinn's leadership has expanded over the past 16 years as a
7th District Elected Official and is currently the Vice President of Richmond City Council. She has stood at the Gateway of Public
Servitude as not just an elected official, but a Public Servant. Delores' civic interest and involvement in politics began at
the tender age of 14 years old when she first campaigned for a now General Assembly Member's election to Richmond City Council.
Driven by her commitment to improve the quality of life for Richmond's citizens
through her civic and political involvement, she also actively engaged in her children's schools and education. Delores was involved in the National Program "Community of Caring", that was implemented
in Armstrong H.S. Additionally she has served as a child adoption advocate for "One Church, One Child";
recognized in 1984 as one of the Outstanding Young Women in America, and served as the honorary chair of
the National Sisters Network (a national breast cancer survivor organization), 2004 National Conference held
in Richmond, VA. As a breast cancer survivor, she is an ardent advocate and "voice" for breast cancer screening.
Her past leadership experiences and insightfulness has led her to be selected as the Vice Chair
of Richmond Public Schools Board, followed by a position to serve on the Executive Board of Virginia School
Board Association. Later she was elected to the Richmond City Council and served as Vice Mayor of the City.
Her primary focus on education, youth and family success, and public safety has made a tremendous difference
in our neighborhood and the City of Richmond.
As Richmond's 7th District Councilwoman, her visionary leadership has
led to the creation of the East End Teen Center, the annual Back To School Parade & Rally,
restoration of federal funding for the Vernon Harris East End Community Health Center,
and more recently, numerous efforts to support the victims of Hurricane Katrina.
Delores' life has and continues to be marked with public service that can be seen
in her numerous commitments to the community – Chairperson of the Richmond City Council
Health and Human Services Committee, Advisory Board of Health, the Richmond Region Planning
Commission, Board of Directors of the Vernon J. Harris East End Community Health Center, Board of Directors
of the East District Family Resource Center, Richmond Region 2007, Chair of the Richmond Slave Trail
Commission etc. – and an abiding faith in God she serves as an associate minister at the Mt Olivet Baptist
Church in Richmond's East End community.
