At the conclusion of a study initiated by the city, it was determined
that the best choice for replacement of the marble panels is a metal panel system. Metal provides a
durable and cost-effective replacement to marble. It is
lightweight, which means that no additional support on the building face will be needed to hold it up.
It's ease of fabrication and reflective qualities, allow for unique design opportunities to be realized.
A metal panel system was also chosen to reinforce the surrounding
environment - it will contribute to the architectural character of the civic district by
complimenting surrounding buildings such as the Library of Virginia which also use metal in its design.
As a result of the City's design review process and in response to the mission statement of the City
of Richmond, key elements of the design were established:
A new stainless steel roof projection at
the observation deck will call attention to City Hall as a city landmark.
- Horizontal fins on the southern face of the
building will help reduce direct sunlight and heat gain in the southern part of the building, while
allowing for diffuse, non-glaring light to enter the building.
- The roof projection and the new fins will redefine the building's presence along the Broad Street
corridor, which is currently under redevelopment.
- New pedestrian canopies will provide additional shelter and more welcoming entrances on three sides of the building.
- The observation deck will be renovated and re-emphasized. At night, new lighting at this level will glow allowing City Hall to serve as a beacon in the
skyline.
