The original cost to build City Hall was approximately
$17 million.
  
Because of the severe deterioration caused by hysteresis to the marble on City Hall, construction scaffolding will be erected on the building and every marble panel will have to be removed during the two-year duration of the project. City functions within the building will not be interrupted, and disruption to the street traffic below will be kept to a minimum.

The extensive and delicate mobilization required for the project presents a unique opportunity to address another concern: the replacement of a major portion of the 30-year-old central heating, ventilation and air conditioning system (HVAC), which has reached the end of its useful life.

Renovating the HVAC system now makes sense for reasons besides the original age and condition of the system. The exterior columns that make up the building façade, in fact, conceal a combination of water and air supply ducts as well as roof drains. During the course of the project these systems will be exposed by the removal of the marble. By replacing these systems as the skin is replaced, the maintenance and efficiency of these systems will be enhanced as a part of one comprehensive solution for City Hall.
