Includes capital and operating budget administration, accounts payable and receivable and human resources management, including payroll.
Provides humane care for stray, abused and lost animals. Its staff investigates animal cruelty, issues licenses, enforces rabies laws, picks up stray/vicious animals, conducts adoptions and lost and found services, and provides pet education programs in Richmond Public Schools.
Responsible for care and upkeep of over 100 city facilities including City Hall, Police headquarters and various operations locales.

The City's customer service professionals are eager to handle your requests for services and information. From potholes and refuse collection to City code violations, property assessments and tax collections; our knowledgeable staff is committed to exceeding your expectations! Our regular hours of operation are 7am - 7pm, Monday - Friday.
Our smiling ambassadors provide a customer service presence in the lobby of City Hall. We stand ready to assist you with your request for services, information and directions.

From fire trucks and police cars to refuse collection trucks and street sweepers, General Services Fleet Management Division maintains the City’s fleet of vehicles and equipment – including trailers, lawnmowers, etc. - which now total approximately 2,200 units.
