Parking Immobilization Program

The Parking Enforcement Immobilization (Booting) Program enables enforcement officers to verify outstanding parking citations by using an electronic scanner on a vehicle’s license plate. An electronic "boot" is then applied to a wheel of any vehicle with three or more unpaid parking tickets.

Effective January 9, 2007, a vehicle immobilization fee of $60 will be assessed when a "boot" is placed on the vehicle as noted above. This fee is a cost incurred by the City incidental to the placement of the “boot” on the vehicle, as a result of three or more outstanding citations. The fee is authorized by Ordinance No. 2006-328-2007-10 adopted by Richmond City Council on Monday, January 8, 2007.

What should you do if your car has been booted?

  1. Call the number listed on the boot (866)404-6373 and use a credit card to pay the outstanding fees.
  2. After paying the fines, you will receive a code to input using the four buttons on the boot.
  3. Remove the boot and return it within 24 business hours to Lanier Parking at 1923 E. Franklin St. Monday through Friday from 8:00 a.m. to 5:00 p.m. There will be a $50 per day fee assessed to your credit card for every day the boot is late.

To find out if you have outstanding parking fines, call the City of Richmond's Department of Finance at 804-646-5700 or stop by Room 102 at City Hall.
