To promote a safe and healthy City, break negative cycles and encourage education through a
continuum of services that empowers all participants to achieve measurable success.
Our Goals
- To hold offenders accountable for criminal behavior with appropriate sanctions that fit the severity of the offense;
- To meet assessed needs of at-risk youth and families by providing a diverse range of services;
- To retain offenders in the community by providing them with community-based services while simultaneously increasing community safety and education.

the successes that each program achieved in meeting the complex service needs of the youth and adults referred to our agency.
It also outlines the many challenges encountered. In spite of the challenges, however, we remain true to our mission—to provide each
client with the opportunity to obtain "measurable success."
