Telecommunication Leases are based on Market Rent.
Request for telecommunication services should be forwarded to the City of Richmond,
Office of Real Estate Services at 900 East Broad St., Room 1105, Richmond, VA 23219,
with a written request along with the site location and the preliminary drawings.

RES will get approval from responsible agency along with the Urban Design Committee
(UDC) and Planning Commission for location.
Once approved by UDC and Planning Commission, the City will prepare the Lease Agreement.
The commence date is the date in which the Lessee receives all required governmental
approvals to construct and operate the equipment. Lease Agreements are usually for
five (5) years, with three (3) five year options for renewal. Rent is increased
annually, based on the Consumer Price Index All Urban.
Lease Agreements can be for placement of telecommunication equipment on a water
tank, an existing building (collocation) or to construct a new tower. Whenever possible,
the City encourages Carriers to collocate on existing towers. If collocation is
requested, written authorization from the owner of the tower should be submitted
to the City along with preliminary drawings. The City reserves the right to place
collocators on tower and retain 75% of collocators' fee and remaining 25%
to tower owner.
For construction of a new tower, approval is required from the Neighborhood Association
and the City Council representative for that district. If new construction is in
a park area, a one time park improvement fee of $10,000 is due in addition to
rent.
All Telecommunication Leases must also be approved by the Land Use Committee, which
meets every 2nd and 4th Tuesday of each month. Once approved by the Land Use Committee,
the Lease is submitted to City Council for approval.
