Annually any property owner, or their duly authorized agent, may appeal, or request a review of their real property assessment(s). There are four (4) avenues available for appealing the annual reassessment of any real property in the City.

Office Review: After the annual reassessment notice has been mailed, the owner/agent may file a written request for a formal review of the current year’s assessment. Office appeals are accepted until February 29, 2008. The owner must provide reasonably cause and supporting evidence that the assessment exceeds market value, and/or that the assessment is inequitable with similar properties.
Assessment appeal forms are available on the Assessor website, in room 802, 8th floor of City Hall or at the local Libraries, selected Community Centers, & satellite City Government Offices.

Board of Review (“BOR”): The BOR is an independent, three-person panel appointed by the Circuit Court to hear assessment appeals. The BOR schedules hearings during the calendar year allowing property owners to present evidence demonstrating that their assessment is either inequitable with similar properties or assessed greater than market value.
Applications may be filed with the BOR until June 30, 2008 and may be obtained from the assessor’s website here or by calling (804)-646-7910.

Direct Appeal to the Court: Pursuant to Va. Tax Code 58.1-3984 any property owner may apply to the Court to appeal their property’s assessments for current &/or as many as three (3) prior years, regardless of whether any other avenue of appeal may have been utilized.

Administrative Review by the Assessor: Tax Codes 58.1-3980 through 58.1-3983 allows for an administrative correction of assessment. The property owner must provide clear evidence that (1) a factual error occurred, and/or (2) the owner’s right of appeal was obstructed in some manner by the City. Such a request must be made in writing to the City Assessor.
