Housing & Neighborhoods Division

The Housing and Neighborhoods Division is comprised of Neighborhood Planning and Block Grant Administration and Housing. Their primary focus is to manage and promote neighborhood revitalization and stabilization efforts by involving residents and other stakeholders in the process.

Neighborhood Planning
Neighborhood Planning staff work closely with citizens through civic associations and other neighborhood based organizations. In addition, staff act as project managers for the Neighborhoods in Bloom (NiB) initiative by working with residents, the Richmond Redevelopment and Housing Authority, non-profit housing providers and other City agencies and stakeholders in the six designated Neighborhoods in Bloom areas.

Block Grant Administration and Housing (CDBG)
Block Grant Administration and Housing staff administers all entitlement funds from the Department of Housing and Urban Development (HUD) by preparing the Consolidated Plan and providing information and development assistance to all parties interested in housing investments in the City. Block Grant Administration and Housing staff uses the Analysis of the Impediments to Fair Housing in Richmond to recognize and address barriers to housing choice.
