FAN DISTRICT
Fan District - Two Zones!
Ordinance 2008-105-84 which divided the Fan District into two zones was adopted by City Council on May 12, 2008. See street and block information at the bottom of this page for further details.
Richmond's Fan neighborhood has limited parking for residents therefore, parking without a permit on designated residential streets in the Fan is restricted to residents (see definition below) of the Fan District and guests of the residents (with a temporary permit or an annual visitors pass). The decal helps to ensure that residents of densely populated areas have reasonable access to parking near their residences. Cars parked in violation will be ticketed and possibly towed.
The following blocks have been added to Zone 2 in the Fan District, at the request of the
neighborhood association and by majority approval of the residents of these blocks:
- 1600 Grove Avenue
- 100 North Vine Avenue
The signs that are being installed in these blocks read “1 Hour Parking – 7 am - 9 pm Monday -
Thursday, & 7 am - 6 pm Friday – Except by Permit. The ordinance specifies that
home owners can purchase permits for all vehicles they own, and two annual visitor
passes. Renters, with the appropriate approval of the property owner, can only purchase
permits for their vehicles.
The City will begin enforcement of the new blocks noted above on August 3, 2009. Vehicles without the appropriate permit/pass
will be ticketed by our on-street parking enforcement personnel. If you are a resident, you can buy a permit by visiting Finance,
Collections Division, Room 102 City Hall. Bring proof of residency or lease, driver's license, vehicle registration form and if you
are a student, bring your full-time class schedule.
Applications and more detailed instructions are noted below. If you have any questions, please call 311 or visit with a member of
our Parking staff in Room 102 in City Hall, 900 East Broad Street. The office at City Hall is open Monday – Friday from
7:30 a.m. – 5:30 p.m.

- Permit Fee - $25 each (permits are not pro-rated)
- Courtesy parking pass - $10 each
- Expires 10 days from date of issuance
- May only be purchased by someone owning a valid Fan parking decal
- Annual visitor's pass - $35 each
- Limited to 2 per house or building address
- Must be purchased at the same time as the Fan Parking Decal
- Expires at same time as the decal, June 30
- Are non-replaceable
- Must be resident property owners & must have an annual permit
Replacement of Fan Parking Decals
A decal purchased for a vehicle that was sold or otherwise disposed of by the owner may be purchased for $1, with verification of the original decal purchase and vehicle information from the Department of Motor Vehicles (DMV).
Decals that are lost or stolen may also be replaced for $1. In these instances, the owner of the vehicle must provide the Department of Finance, either a signed affidavit that the decal was lost or a copy of a police report indicating the decal was stolen. Fan parking decals can be obtained at the following City facilities:
- City Hall, 900 East Broad Street, Room 102 Monday – Friday between 7:30 and 5:30 p.m.
Parking in the Fan without a Permit
Parking in the Fan District without a permit is limited to 1 hour from 7 AM to 9 PM, Monday - Thursday, and from 7 AM to 6 PM
on Friday. A Fan Parking Decal is required to park in excess of 1 hour during these times.

Frequently Asked Questions
Q. What are the two Fan Restricted Parking Zone boundaries?
A. There are two zones which will be divided at Lombardy Street. Zone 1 includes all addresses which are currently in the r
estricted parking district from Lombardy Street east. Zone 1 includes Lombardy Street addresses. Zone 2 includes all addresses
west of Lombardy Street that are currently in the restricted parking district but does not include Lombardy Street.
Q. Does this mean that the expiration date is changing?
A. Yes, but only for the 2008 year. Current permits will expire July 31, 2008 rather than June 30, 2008 to allow for the
necessary changes in the program and in the district. The 2009 permit program will expire on June 30, 2009.
Q. If I live in Zone 1, can I park in Zone 2, or vise versa?
A. No, a resident in Zone 1 will be allowed unlimited parking in an hourly restricted parking zone in Zone 1, but will have
to comply with the 1 hour restriction if parked in Zone 2. The same is true for a resident of Zone 2 that parks in Zone 1.
Q. How will we be able to distinguish the zones?
A. The different zones will have a distinct sign. The signs will be 10 by 4 ½ inches and will be posted on posts below the
restricted parking signs. Zone 1 will be blue with white print and border, and Zone 2 will be red with white print and border.
Q. Will the decals and visitor pass change?
A. Yes, The decals and visitor passes for Zone 1 are teal. The decals and visitor passes for Zone 2 are yellow, and will have
Zone 2 printed on them. Because the teal Fan permits were order and received prior to the adoption of the Ordinance, print
Zone 1 decals and visitor passes will not have Zone 1 printed on them. This year the visitor pass is laminated to reduce
fading and to make the pass more durable.
Q. Will the amount I pay for a decal and visitor pass change?
A. No, the cost per decal will remain $25.00, and the cost of the visitor pass is $35.00 and the number you may purchase is
still limited to two. Visitor passes can only be purchased by a Fan district homeowner.
