A Message from David L. Avery, Director
On behalf of the staff of the Department of Justice Services, I thank you for taking the time to visit our
city’s criminal justice site.
The Mayor’s 2020 Vision for
Richmond continues to be the foundation and guiding principle for the
services offered by the Department of Justice Services as we strive to improve
"... the quality of life for City residents” and to ensure that "...Richmond citizens will be
safe in the homes, streets and communities; public schools will be of high
quality, and the endless cycle of poverty, violence, crime and joblessness will
be broken."
Toward this end, Justice Services is committed to providing research-based, highly accountable best practices
treatment programs to our juvenile and adult clients. Indeed, our primary objective is to function
as the key service provider for clients referred from the 13th
strongly believe in the principles of public safety and offender accountability. We believe, also, in the
principle of competency development. We pledge, therefore, to continue to
provide high quality services to youths and adults which offer a genuine opportunity for reform and life improvement.
We are motivated by a belief that change is always possible and through
providing structure and support, we can help our clients gain control of
themselves and their future.
Follow the link on this page to read our FY ‘06 Data Report. The report provides quantitative data, which details
the successes that each program achieved in meeting the complex service needs of the youth and adults referred to our agency.
It also outlines the many challenges encountered. In spite of the challenges, however, we remain true to our mission—to provide each
client with the opportunity to obtain "measurable success."
