Debra Moore joined the City of Richmond in 1975.  She has worked in the City of Richmond’s Departments of Social Services and Human Resources and Employment Relations.  In 1997, she began working as an Administrative Program Support Assistant for the Office of Minority Business Development. 

Debra is a graduate of Norfolk State College, where she received a Bachelor of Science degree.
