Kevin Lucas joined the City of Richmond in March 2007 as the Contract Compliance Specialist for the Office of Minority Business Development. Before coming to the City of Richmond, he worked as a Marketing Assistant with Philip Morris USA.  He has worked with Verizion as an Account Manager. 

Kevin is a graduate of the University District of Columbia, where he received his Bachelor of Arts Degree in Marketing, and has a graduate degree in Management Information Systems from the University of Maryland University College.
