Robert Holmes joined the City of Richmond in October 2001 as the Contract Compliance Specialist for the Office of Minority Business Development. He served as a Certification Analyst for the Virginia Department of Transportation (VDOT) for over ten years. Prior to his arrival at VDOT, he worked as a bank examiner with the Federal Reserve Bank of Richmond and worked with a minority-owned firm in Houston, Texas as a sales manager.

Robert is a graduate of Virginia Union University, where he received his Bachelor of Science degree in Business, and has a graduate degree in Information Technology from Virginia Commonwealth University.
