Community Care Unit

The Community Care Unit has several components: awareness, crime prevention, volunteerism, and Community Assisted Public Safety (CAPS).
Community Assisted Public Safety (CAPS)
CAPS acts on complaints or information from residents that deal with quality of life issues. The Unit’s main objective is to eliminate blight and public safety concerns on vacant, abandoned, and neglected properties.
   The program is citywide, and includes the Police Department, Fire Department, the Health Department, Social Services, Community Development, Tax Enforcement, the City Attorney’s Office, the IRS, Commonwealth’s Attorney’s Office, and Richmond Team Zero Tolerance.
   CAPS has collected more than $1.8 million in overdue back taxes, cited more than 1,350 criminal violations, and seized $900,000 in illegal merchandise. It also has inspected more than 500 properties. Operation Stop Leak, which involves utility theft and non-payment, has identified more than $70,000 owed to the city.

Effective community policing is based on relationships built on mutual trust and understanding. The Richmond Police Department opens its doors to the community through its theme academies and volunteering. The goal is to provide a better understanding of the Department’s operations and philosophies.

Numerous Citizen Police academies have been held, as well as academies tailored to the needs of the Hispanic and Asian communities, the faith community, the school system, and youth. Combined, the academies have graduated more than 600 residents.

The curriculum covers a variety of topics that range from gun and drug use in the City to how a murder is investigated. Participants also ride with officers, get a first-hand look at how the Division of Emergency Communications operates, and visit the firing range. Theme academy graduates are eligible for the Neighborhood Assistance Officer and Volunteers in Policing programs.

Crime Prevention
The Community Care Unit includes crime prevention officers who develop and implement crime prevention programs that include Neighborhood Watch, Business Watch, and the Electronic Neighborhood Watch. Crime prevention specialists also speak to community groups and businesses about crime prevention topics.

The Unit uses Crime Prevention through Environmental Design site surveys to promote prevention, and also uses creative methods such as mock robbery scenarios tailored to the business and residential communities.
