Signs Posted in Prostitution-Free Zones Richmonders will notice some new signs in designated areas in North Richmond and South Richmond along and adjacent to Chamberlayne Avenue and Jeff Davis Highway. Over the next few days the Department of Public Works will install signs to indicate targeted enforcement zones.
The zones were designated by Chief of Police Rodney Monroe per authority vested in him by the Richmond City Code. It is a class one misdemeanor for anyone who is both convicted of prostitution offense and restricted entry in a targeted enforcement zone by a Richmond city court as a condition of his or her sentence to be in a targeted enforcement zone. A class one misdemeanor carries a sentence of up to twelve months in jail and/or up to $2,500 dollars in fines.
There are exceptions for those who live, work, conduct business with certain designated offices, or go to church in one of the zones. The zones were selected based on arrest data and other statistics demonstrating that the areas are the sites of repeated and documented illicit prostitution activity. The chief of police can designate the zones for up to one year.
“We are responding to community concerns about prostitution and the associated crime that comes with it,” said Sector 412’s Lt. Timothy Morley. “When you target and reduce prostitution, you also address the drug dealing and violent crime that accompany it.”
Upper Chamberlayne Avenue

the intersection of Bellevue Avenue and Old Brook Road to the
intersection of Old Brook Road and Azalea Avenue, then from the
intersection of Old Brook Road and Azalea Avenue to the intersection of
Azalea Avenue and East Seminary Avenue, then from the intersection of
Azalea Avenue and East Seminary Avenue to the intersection of Seminary
Avenue and Bellevue Avenue, and then from the intersection of Seminary
