Stormwater Utility Steering Committee
It has been shown that by providing a dedicated source of funding, the Department of Public utilities (DPU) can improve the City’s level of
service for storm drainage and stormwater quality. The City began this process with the development of a master plan for stormwater needs
and evaluating the feasibility of a Stormwater Utility.
With assistance from the Office of the Mayor, DPU appointed a Steering Committee, which is an important part of the implementation of
the Stormwater Utility. The purpose of the steering committee is to:
- Collect useful information about how, as a focus group, it perceives and relates to the stormwater utility.
- Gain insight as to how the stormwater utility should be implemented.
- Gain the perspective of property owners and managers of large impervious areas which may be subject to higher payments than typical residential customers.
- Solicit and involve champions who will promote the storm water utility within the community.
- Provide a forum for all citizens to express their feelings and concerns about the stormwater utility.
The steering committee will facilitate the development of recommendations on key policy issues, which typically fall within the following categories:
- Implementation
- Political and public acceptability
- Revenues generated by the funding method(s)
- Equity to property owners
The consultant, CH2M HILL, worked with DPU to identify existing operations, resources, and needs. Two documents have been
completed to date: TM1: Stormwater Management Program Needs, Levels of Service, Cost, and Preliminary Rate Projections;
and TM2: Stormwater Management Utility Organizational Options and Path Forward. The Stakeholder Committee will refer to the information provided in these documents for their recommendations.
