Statement of Purpose
The Department of Public Works(DPW) owns and manages the use of all public rights-of-way within the City of Richmond. The purpose of the Division of Right of Way Management is to ensure that the integrity of this asset is preserved.

Annual Average Statistics
- Receives an average of 1,300 Work in the Street Permits for Review/Inspection
- Performs approximately of 6,000 Site Visits to construction projects
- Completes an estimated 50 field site surveys annually for various City agencies
- Reviews over 150 Plan of Development site plans and Special Use Permits
- Process and evaluation of nearly 100 Encroachments and/or ROW closings
- Provide assistance to over 1,000 citizens/developers at the DPW Customer Service Counter
Sectional Units of Right of Way Management
Developmental Engineering Section
This primary business function focuses on the professional management strategies for processing and managing essential, routine, and special projects. The section coordinates meetings intended towards having a consensus of the review process as it relates to Planning, Utilities and any other agency participation.
Professional Land Surveying
This primary function serves to provide accurate and professional surveying related information, field data, references, production and services for the practice of land surveying as required by the State of Virginia Department of Professional and Occupational Regulation. The section performs these services for Real Estate, CIP Projects, Urban Forestry, as well as for the City of Richmond’s Baseline mapping.
Construction Management
This primary business function focuses on the construction inspection of permitted projects within the public right of way of the City of Richmond. The section performs site visits in order to provide contractors with the guidance required to perform their requested work, all the while, maintaining the safety and integrity of the public right of way.
Utility Coordination Planning Committee
DPW Right of Way Management Engineers meet bi-monthly with all major utility companies in order provide a forum of discussion with regards to construction within the public right of way. This forum promotes an atmosphere of coordinating projects together in order to minimize traffic disruptions, multiple street cuts, as well as information sharing on soil conditions and excavation requirements.
