Employed full-time and permanent general employees of the City of Richmond or Richmond Behavioral Health Authority who are not members of the Virginia Retirement System or the Judicial Retirement System, are eligible for membership in the Richmond Retirement System. Membership ceases upon termination of City employment for those with less than five years of creditable service. Employees are considered vested upon completion of five years of creditable service.
Vested general employees are eligible for monthly benefit payments if they are members of the Defined Benefit Plan or those who enrolled in the Enhanced Defined Benefit Plan option. In addition, they may apply for a deferred retirement benefit upon reaching eligibility age 55. Normal retirement age for unreduced benefits is at age 65.
