The Operations Division, headed by the Lieutenant Colonel, is responsible for protecting the safety of inmates, deputies and visitors of the Richmond City Jail. Efforts to combat tremendous overcrowding issues and staff shortages facing the Jail are a never-ending challenge.

For that reason, planning began in Spring 2006 to change deputy schedules to 12-hour shifts that will improve supervisory coverage and ensure a smoother transition during shift changes.

The Division is comprised of the following departments:

  •  Jail Operations

  •  Jail Annex/Lock Up

  •  Transportation

  •  Training Academy

  •  Quartermaster

  •  Classification

  •  Jail Inspector

  •  Culinary Services

  •  Inmate Services

  •  Medical Services

  •  Inmate Records

  •  Staff and Support

  •  Local Inmate Data System

Running a 24/7 operation takes three well-coordinated shifts:

A Shift: (12:00am to 8:00am)
36 deputies
4 supervisors

B Shift: (8:00am to 4:00pm)
38 deputies
4 supervisors

C Shift: (4:00pm to 12:00am)
37 deputies
4 supervisors
