Request for Motor Vehicle Reassessment Due To Condition
Information and Instructions
To determine the value of a motor vehicle as of January 1st of a tax year, the
City of Richmond's Director of Finance uses the average Trade-in value listed
in the National Automobile Dealers Association (NADA) Official Used Car Guide.
Requests for reassessment due to condition will be reviewed in the order
received. The following instructions must be followed when filing a request:
- For vehicles owned on January 1 of the tax year, only the mileage and/or
condition as of that date (Jan. 1) will be considered. For vehicles purchased
after January 1 , the mileage and/or condition on the date of purchase
will be considered.
- Please complete the Request form carefully with all the requested
information, and if applicable include the Itemized Estimate Affidavit form
that has been completed by the repair person or estimator. If you can not
provide an Affidavit then supporting documents such as insurance claims,
accident reports, or written repair estimates should be submitted to validate
your claim. If you require assistance completing the form, call or visit the
Division of License, Assessment and Tax Audit Monday through Friday between the
hours of 8:00 a.m. and 5:00 p.m. at 900 East Broad Street, Room 103. Our phone

- Return Request for Motor Vehicle Reassessment form with supporting
documentation and / or the notarized Itemized Estimate Affidavit form to:
Department of Finance 900 East Broad Street, Room 103, Richmond, VA, 23219 or
fax it to us at (804) 646-5848. Appeals will be reviewed in the order received.
Please allow approximately 45 days for your request to be processed. We will
send a confirmation card upon receipt of your Request form.
- A motor vehicle is considered as being in less than average condition when
there is high mileage, extensive body or glass damage, or serious mechanical
malfunction. When reviewing the assessment of a motor vehicle that is in less
than average condition we WILL NOT consider items of normal wear and tear, such
as but not limited to, batteries, seals, gaskets, pumps, hoses, belts, brakes,
cooling, electrical, fuel, exhaust, suspension parts, or components such as
convertible tops, and after-market or optional equipment.
- Before January 1 of the next tax year if the vehicle is not restored to
average condition,a Reassessment Request form must be filed again. Otherwise,
the value will be obtained from the NADA.
- Regardless of whether or not a Reassessment Request form has been completed
by the Finance Department, all tax bills MUST BE PAID ON OR BEFORE THE TAX DUE
DATE. If taxes are not paid, penalties and interest will accrue.
- Adjustments, if any, will be based on the information contained on the
Request form and supporting documentary evidence. The decision to make an
adjustment rests solely with the Director of Finance and / or his designee. In
the case of an inoperable vehicle, the vehicle may be subject to an on-site
inspection. Assessed values are rounded to the nearest 100 dollars. Adjustments
for high mileage, if applicable, will be based upon the high mileage chart in
the NADA.
Owners of motor vehicles eligible for reassessment of their vehicle due to high
mileage and/or condition must submit the Request for Motor Vehicle Reassessment
Form.
