A Plan of Development (POD) is an
application for administrative site plan review. A POD is required for any new
construction, conversion, enlargement, or reconstruction of an existing
structure for certain land uses specified in the Zoning Ordinance.
PLAN OF DEVELOPMENT FILING PROCEDURE
Filing
A Plan of Development is required to be filed for
certain land uses specified in the City's Zoning Ordinance (Chapter 32 of the
City Code of 1993). A Plan of Development is required for any new construction
or conversion to one of the specified land uses and for the enlargement or
reconstruction of buildings or structures used for one of the specified land
uses. Plans of Development are filed with the Department of Community
Development, Division of Land Use Administration, Room 511, City Hall, 900 East
Broad Street, Richmond, Virginia 23219, Phone: (804) 646-6304, Fax: (804)
646-5789.
Deadlines
A Plan of Development must be filed either prior to or
concurrently with an application for a Building Permit or a Land Disturbing
Permit. Building Permits and Land Disturbing Permits are applied for separately
in Room 110 of City Hall. No Certificate of Use and Occupancy for a newly
established specified use or any building permit for a specified use may be
issued until a Plan of Development for such specified uses is approved by the
Director of Community Development. Although the submission of preliminary plans
is not required, the applicant is encouraged to discuss the proposed site plan
with staff in the Division of Land Use Administration, prior to preparation of
final plans and submission of an application for a building permit.
