Applicants wishing to perform
land disturbing activities must submit the following:

A completed form naming a “Responsible Land Disturber”.
This is not a permit. However, it must be provided before any permit involving
a land disturbing activity is issued. The form defines what is and what is not
a land disturbing activity.

from the Virginia Department of Conservation and Recreation at:
