Pay Taxes, Utility Bills & Parking Violations by Credit Card

You may pay your City taxes (personal property & real estate), utility bills, and parking violations by major credit card over a secure internet site.

The following payments can now be paid to the City of Richmond on-line:

NOTE: Please disable any "PopUp Stopper" software prior to attempting to make an online payment as this software may preclude your PC from opening another window.

Parking Violations
You may pay your City of Richmond parking violations by major credit card over a secure internet site. Enter all information as requested.

Before making the payment, you will need to have the citation number and credit card or checking account information available.You may use the following major credit cards to make your payment:
  • MasterCard
  • VISA

Additionally, you may pay by electronic check or e-check.

NOTE: Please disable any "PopUp Stopper" software prior to attempting to pay your parking citation(s) online. This software precludes opening another window and will not permit you to gain access to our online payment vendor's site to remit your payment.

NOTE: The vendor will charge a $2.50 convenience fee to cover the transaction charges for each citation paid on-line.

Each payment should include the payment amount of each citation, and any late fees that are applicable
(see the face of the citation for a listing of fees).

You may NOT pay the City of Richmond for a parking ticket(s) for which you have scheduled a traffic court hearing, nor can you contest a parking ticket once it has been paid. If the Judge does not rule in your favor or should you decide to withdraw your appeal prior to the scheduled court date, the contested ticket(s), plus a $55 court fee, must be paid directly to the Richmond Traffic Court.

To pay parking violations, have your citation in hand, and pay parking violations on-line.

Late Payment Penalties

Parking citations not paid within 15 days are considered late, and are assessed an additional $10 fee. An additional $10 fee will be added if the payment is not received within the next 30 days. An additional $10 fee will be added for each 30-day period (from the date of the citation) until the penalties equal the amount of the citation or the fine and penalties are paid in full.

Payments received late that do not include the late fees are considered partial payments and may result in the receipt of a late notice for the late payment penalty.

Personal Property Taxes
You may pay your personal property taxes over a secure internet site. Enter all information as requested.

Before making the payment, you will need to have your Personal Property Tax bill(s) on hand and your credit card information.

To make your payment you may use the following major credit cards:
  • MasterCard
  • VISA
  • American Express
  • Discover
The locality code for the City of Richmond is 1059.

To use the on-line payment site you need to use a browser that supports SSL (Secure Sockets Layer) 128-bit encryption. Your browser should be Netscape or Microsoft Internet Explorer 4.0 or above. If your browser does not support this encryption and you would like to pay by telephone, call 1-800-272-9829.

If you experience difficulties with the on-line payment site, you may want to review the Frequently Asked Questions (FAQ) on the Official Payments Corp. web site or call the vendor directly at 1-888-357-8394.

A convenience fee of 2.5% of the payment amount will be charged by the vendor to cover their costs in processing the transaction. The minimum convenience fee is $3.00.

For each property tax bill that you are remitting payment, make sure the amount you are paying agrees with the total amount due as shown on your property tax bill, including any delinquent taxes outstanding and the vehicle license fee. If you own more than one vehicle for which you are responsible for personal property taxes to the City of Richmond, please remit the payment for the property taxes and license fees outstanding on all vehicles.

For vehicles registered in a business name, please enter the business name as the First Name and the contact person's name as the Last Name. The contact person's phone number should be entered in the Phone Number area.

Real Estate Taxes
You may pay your real estate tax payments, excluding Special District Taxes, over a secure internet site. Enter all information as requested.

Before making the payment, you will need to have your Real Estate Tax bill(s) on hand and your credit card information.

DPU offers you two convenient ways to pay your utility bill online!

DPU E-BILL (FREE)

DPU E-Bill is a FREE payment program for DPU customers to receive and pay their utility bills online! You can pay your City utility bill electronically, with hardly any effort at all – that means no more writing checks, buying stamps or licking envelopes! DPU E-Bill is fast, easy and convenient – to learn more about this FREE online billing and payment service or to enroll.

PAY BY CREDIT CARD

Your on-line payment options include paying by credit card through Official Payments Corporation (OPC), from OPC’s secure internet site. Enter all information as requested.

Before making the payment, you will need to have your utility bill(s) on hand and your credit card information. OPC accepts the following major credit cards for utility payments:
  • MasterCard
  • American Express
  • Discover
  • Visa
PLEASE NOTE: Utility payments may be made in person in the Finance office, City Hall, Room 102, 900 E. Broad Street, from 7:30 a.m. to 5:30 p.m., the East End District Office, 701 N. 25th Street, from 8:30 a.m. to 5:30 p.m., Monday through Friday and the Southside Community Service Center, 4100 Hull St, from 8:30 a.m. to 5:30 p.m. , Monday through Friday. Both the East District and Southside Offices are closed from 1:30 p.m. to 3:00 p.m. each day.
