Mission Statement

The mission of the General Registrar's Office is to provide opportunities, in an equitable and courteous manner, for all qualified citizens of the City of Richmond to register to vote; to promote the integrity of the electoral process by maintaining accurate and current voter registration records used in elections; to coordinate elections so they are conducted in a manner that secures the qualified citizen's right to vote and ensures that the results accurately reflect the voter's will; and to be an information resource for citizens regarding voter registration, elections, and elected officials.

The building is at the intersection of 95/64/I-95 and has plenty of free parking. The Laburnum Connector bus (line 91) runs from the Pulse at Willow Lawn along Laburnum Avenue to the Shops at White Oak Village and back, with stops on Saunders Avenue just a few blocks away. Don't worry, we will still offer basic services such as voter registration at City Hall. Look for us at the customer service counter on the Marshall Street side during regular business hours.

About Us

Elections in the City of Richmond are governed by the three member Electoral Board who are appointed by the City of Richmond Circuit Court for three year terms. Two of the Board members must be of the same political party as the sitting Governor. The third must be of the opposite party. The Board members' terms are staggered so that one expires each year.

The current Electoral Board members are: James M. Nachman, Chairman, Joyce K. Smith, Vice-Chairman and C. Starlet Stevens, Secretary.

While all matters election fall within the purview of the local electoral board, voter registration is the sole province of the General Registrar. In the City of Richmond, the General Registrar also provides administrative staff support to the Electoral Board. The General Registrar is appointed by the Electoral Board for a four year term. The current Acting General Registrar is Jerry Ball Richardson.

Office Hours

Both our main location on West Laburnum and our customer service counter at City Hall are open from 8:00 AM to 5:00 PM, Monday through Friday, except holidays. Our West Laburnum location will also be open the two Saturdays before every election from 9:00 AM to 5:00 PM.

Satellite voting will be also be open before November general elections the same hours as the West Laburnum location starting the second Saturday before the election. The satellite voting centers will be at City Hall, 900 East Broad Street (enter from Broad Street side) and the Hickory Hill Community Center, 3000 East Belt Boulevard.

Electoral Board Meetings

The next meeting of the City of Richmond Electoral Board will be Tuesday, April 13, 2021 at 4:00 PM. The meeting will be held on the second floor conference room of the Office of the General Registrar, 2134 West Laburnum Avenue, Richmond, Virginia 23227. The meeting will be closed to in-person participation by the public due to COVID-19 restrictions, but will be open to public participation by electronic communication. The meeting will be livestreamed at the following web address: City of Richmond Registrar's Board Meeting attendee link. Persons who wish to address the board during the public comment periods will be able to do so by telephone, but all persons wishing to address the Board must sign up by noon, Tuesday, April 13, 2021. Speakers will be given the telephone number to call in when they sign up. Persons may submit requests to speak in writing by mail, email, or in person. Please review the public comment speakers’ guidelines below.

Persons who do not have the technology to participate electronically, may view the meeting and participate electronically in the early voting area of the Office of the General Registrar. Attendances will be limited to nine people, strictly limited to those who do not have smartphone, tablet or computer access, and will be allowed in on a first come, first served basis.
