Parking Fines/Tickets
Parking tickets are to be paid within 15 days of receipt. To pay parking fines/tickets issued by the City of Richmond, you may either mail the payment postmarked by the due date to the address shown on the ticket, or visit our Payment Office in Room 102 in City Hall, 900 E. Broad Street. Payments may also be made online. For information on the payment of parking tickets, call (804) 646-5700.
Parking Meters

Parking Permits/Fan District
To obtain parking permits for the Fan District call (804) 646-5700 or visit Room 102, City Hall, 900 East Broad Street or the East District Initiative at 701 N. 25th Street.
Parks
There are more than 40 parks and playgrounds in the City's park system. Some
highlights of the system include Byrd Park with its tennis courts, the Carillon
and the Dogwood Dell Amphitheater; the James River Park System which provides
hiking, bird watching, rafting, canoeing and rock climbing opportunities; and
Forest Hill Park, which offers a variety of large pavilions for group outings.

The Park Search Application provides searchable information on Richmond parks,
playgrounds and community centers. Through a comprehensive database, this
application identifies which facilities are equipped with athletic fields, ball
diamonds, basketball courts, exercise trails, picnic shelters, restrooms,
tennis courts, swimming pools, and tot lots. It also provides information on
how to make reservations at one of our facilities.
Parks, Recreation & Community Facilities
The Department of Parks, Recreation and Community Facilities is located in Room
407, City Hall, 900 East Broad Street, Richmond, Virginia 23219. The department
provides a diverse range of art, athletic, and enrichment activities for all
city residents through a network of programs and facilities. The department is
also responsible for cemeteries.

Permits/Licenses/Inspections
Business Licenses
Owners of city businesses must obtain a business license to operate. New businesses in the city must obtain a license within 30 days of the date of opening. Applicants must first obtain a Certificate of Occupancy or Zoning Compliance from the Department of Community Development, Permits and Inspections Division, located in Room 110, City Hall, 900 East Broad Street. They may be reached at (804) 646-6955. The representatives in the Permits and Inspection Office will help guide applicants through the process of obtaining a Certificate of Occupancy or Zoning Compliance.
Once applicants have obtained this certificate, they must purchase a business license and pay a fee. Business licenses are available from License, Assessment and Tax Audit Division in Room 103, City Hall, 900 E. Broad Street; for information, call (804) 646-5700. The fee can be paid in the Department of Finance Payment Office, Room 102, City Hall, 900 East Broad Street.
Existing business licenses must be renewed by March 3. If gross receipts are estimated less than $100,000, a $30 licensing fee is due March 3 each year. If gross receipts are estimated in excess of $100,000, the tax is calculated based on the business type. For renewal licenses only, the first half of the total tax amount owed is due March 3, and the balance is due by June 15.
Other permits may be required, such as health permits for food service businesses.
Permits for Public Health & Law Enforcement Review
Building Permits/Inspections (Construction/Renovation/Related Permits)
The Bureau of Permits and Inspections issues building, electrical, mechanical, plumbing, and other construction permits. The employees will explain the process to obtain the required permits and inspections for a commercial or residential building project. To become familiar with the process and its requirements a pre-application interview with one of their experts well ahead of time is suggested. Gas & Water Permits
Permits are required for construction work related to gas and water services.

Hauling & Moving Permits
The Bureau of Traffic Engineering handles the permits for hauling and moving

Hauling & Moving Permits Application
Send the completed application and a payment of $25 to the Department of Public Works, 900 East Broad Street, Room 701, Richmond, Virginia 23219.
Vendor Permits
All vendors in the city of Richmond must obtain a vendor permit annually. Vendor permits are available from City Hall, Tax Enforcement Division, 900 E. Broad Street. Vendor permits expire December 1 each year. There is a small annual fee. For more information, call (804) 646-5928.

The Richmond Department of Fire and Emergency Services requires a number of different operating

Port of Richmond Authority
The port offices are located at 5000 Deepwater Terminal Road, Richmond, Virginia 23234. Public Works Department
