Real Estate Assessment
All property in the City of Richmond is assessed yearly by the Office of the Assessor. Assessment is a process by which the fair market value of a piece of real estate is determined. Assessments are the basis for calculating the amount of tax owed on any property, and may be appealed.

Real Estate Taxation
The amount of tax owed on real estate is calculated by applying the City's property tax rate, which is determined by City Council, to the assessed value of the property, as determined by the Office of the Assessor. All real property in the City is subject to taxation, and taxes are due June 15. For information on real estate tax payment, please consult the Tax Information section of this guide.
Tax Abatement (Rehabilitation Program)
The City of Richmond allows a partial exemption from real estate taxes for qualifying rehabilitated and replaced structures. For these properties, the initial increase in real estate taxes caused by rehabilitation or replacement will be excused for ten years or up to fifteen years depending on qualifying districts. Real Estate Tax Exemptions
Property that is classified as non-profit and meets specified criteria may be exempted from real estate taxes. For more information, call 646-5619.
Tax Relief on Real Estate Owned by Senior Citizens Who Qualify
The City offers real estate tax relief to senior residents, age 65 and over, who have low annual incomes and meet certain other requirements. The relief also exempts senior citizens from paying The solid waste and recycling fees. For more information, call 646-5700.
Tax Freeze
For senior residents, age 65 and over, and those residents who are permanently and totally disabled, the City offers an optional tax exemption program—Tax Freeze. For more detailed information on the Tax Freeze Program, call 646-5700.
Real Estate Services
The City's Real Estate Services Office is located in Room 1105, City Hall, 900 East Broad Street, Richmond, Virginia 23219. The department is responsible for the buying, selling and leasing of all property owned or acquired by the City of Richmond. The Office is also responsible for the sale of tax delinquent property in conjunction with the Circuit Court, which oversees such sales.

Recycling
The collection and disposal of recyclables are handled by the Central Virginia Waste Management Authority. There is a small fee for recycling that appears on the water bill. Garbage pick up and recycling collection days are the same, with recycling collection every other week. For a collection schedule, please contact the Department of Public Works at (804)646-0999.
Redevelopment and Housing Authority (RRHA)
The Richmond Redevelopment and Housing Authority offices are located at 901 Chamberlayne Parkway, Richmond, Virginia 23220. RRHA provides quality affordable housing to city residents. The Authority promotes self-sufficiency, economic independence and homeownership among its residential community.
